Laura Tuller | City of Sacramento
Associate Planner.  Laura Tuller is an Associate Planner in the Long-Range Planning section of Sacramento’s Community Development Department. Her work primarily focuses on climate and sustainability planning. She is the project manager for the City of Sacramento’s Existing Building Electrification Strategy and provides support for the Climate Action and Adaptation Plan, among other projects. She is also on the board for the Sacramento Valley Section of the American Planning Association. Laura holds a Master’s in Community Development from UC Davis. [email protected]

Jennifer Venema | Sacramento Municipal Utilities District (SMUD) 
Senior Strategic Business Planner, Building Decarbonization. Jennifer has worked in the field of local government sustainability for over fifteen years. In February 2024 she joined SMUD to serve as the Distributed Energy Strategy lead for building decarbonization. Previously, she worked for the City of Sacramento, first as Sustainability Manager of the Department of Public Works, and in 2020 was appointed as the City’s first Climate Action Lead. In this role, she established the City’s Office of Climate Action and Sustainability and led numerous policy and project efforts, supporting the advance of the City’s building electrification initiatives. Kevin Schroder | Sacramento Regional Transit (SacRT)
Senior Planner.  For the past four (4) years, Kevin Schroder has overseen special studies, analyses, and project reviews for SacRT. His continuous participation in joint planning meetings with stakeholders and other external departments has contributed to successful agency partnerships. Kevin is a key member in strategic meetings and a program manager on various planning studies and developing projects. Prior to his career at SacRT, Kevin spent seven (7) years with the California Department of Transportation and holds a master’s degree in urban planning from San Jose State University and a bachelor’s degree in government from Sacramento State.

Sarah Poe | Sacramento Regional Transit (SacRT)
Planner. Sarah Poe hails from the vibrant city of Portland, Oregon, but has called Sacramento, California, her home since 2004. She holds a Bachelor of Science degree in Business Administration with a concentration in Marketing from Sacramento State University. As a SacRT staff member for 16 years, Sarah is an experienced transit professional with knowledge of transit planning and ADA accessibility and has a diverse skill set in reporting and analytics, grant writing and compliance, community involvement, and collaborating with partner agencies on infrastructure needs and opportunities. With a passion for enhancing community connectivity and accessibility, Sarah is dedicated to making a positive impact through her work in transit planning and project development. [email protected]

Matt Maddox | Rincon
Principal. Matt joined Rincon in January 2007 as an Environmental Planner.  Since then, he has become a recognized expert in general plans, climate change, resiliency, public outreach, regional transportation planning, and documentation for compliance with environmental regulations. He is a Principal within Rincon's Environmental Planning and Sustainability Services, managing the Land Use and Sustainability group which includes preparing General Plans, Climate Action Plans, Hazard Mitigation Plans, Greenhouse Gas Analysis and CEQA.
